ODOT Rapid Replacement Project in Southern Oregon

Project Overview

A narrow, windy road connects the small communities of Drain, Elkton, and Reedsport, Oregon. As part of a two-year Oregon Department of Transportation (ODOT) design-build project, five bridges on this road were replaced, posing significant challenges to community members and businesses dependent upon tourism, including occasional traffic delays and a 45-minute detour, at times.

LCA's Role

The challenge was to guide three small communities through many months of traffic disruptions while garnering their support for the project and keeping them informed. LCA’s intensive approach to public involvement for this high-impact project included facilitating a collaborative decision-making process through many public and small group meetings that led to a win-win arrangement for road closures, satisfying all parties. LCA played a key role in this success of this project which garnered over a dozen awards for ODOT, T.Y. Lin International, and Slayden Construction. Thanks, in part, to the interest generated by the student-designed pylons project led by LCA, Elkton was designated as one of the 100 Best Places in Douglas County.

PUBLIC INVOLVEMENT
Lois was always sure to involve community whether it be planning around the school children, to using the local venues for food, drinks, etc. She got Elkton’s name out there and we have been recognized over and over again since.
