Red Light Photo Enforcement

Project Overview

In 2017, the Oregon legislature passed amendments to state law allowing cities to enforce speeding violations of 11 mph or more above the posted speed limit at intersections.  The amendments also allowed a speeding citation to be issued if the driver was traveling 21 mph or more above the posted speed limit during the red-light phase, in addition to a violation for failing to obey a traffic control device. With concerns about street safety, and in light of this new legislation, Beaverton’s City Council approved the installation and operation of photo radar devices to be used in the enforcement of speeding violations at several intersections in the city. Conduent was awarded the contract to install and maintain the new photo radar devices. 

LCA’s Role

Conduent enlisted LCA to provide the City of Beaverton, Beaverton Police Department, and local media outlets with project information and outreach materials explaining the roll-out of the new photo radar enforcement devices. LCA successfully leveraged their communication experience to break down the complexities of the photo radar technology into easily digestible press packets, flyers, brochures, and digital content for public education.
